California Prison Guard Sues State After Being Held Hostage and Raped by Inmate

California Inmate Charged in Brutal Sexual Assault of Female Prison Guard at Sierra Conservation Center

Sonora, CA — The Tuolumne County District Attorney’s Office has filed a sweeping criminal complaint against California prison inmate Robert Lawerance Ransom Jr., charging him with 12 felony counts in connection with the violent kidnapping and rape of a correctional officer at the Sierra Conservation Center on January 20, 2024.

The victim, identified in court documents as Correctional Officer Katie Jackson, was reportedly held at gunpoint, restrained, and sexually assaulted inside the state-run facility by Ransom, a convicted murderer already serving a life sentence for multiple violent crimes.

Charges: Kidnapping, Rape, and Assault With a Rifle

On January 7, 2025, nearly a year after the assault, the Tuolumne County District Attorney announced the formal charges. Ransom is accused of luring and overpowering Jackson, then holding her hostage with a Ruger Mini-14 rifle while committing multiple acts of sexual violence.

The charges include:

  • Assault with force likely to cause great bodily injury

  • False imprisonment by violence

  • Criminal threats

  • Kidnapping to commit a sex offense

  • Forcible rape and sexual penetration by force

  • Felon in possession of a firearm and ammunition

Prosecutors also filed multiple firearm enhancement allegations, as well as aggravating sentencing factors, including personal use of a firearm during rape and kidnapping, and Ransom’s extensive violent criminal history. These could subject him to additional life sentences under California’s “One Strike” and “Three Strikes” laws.

Ransom, now facing life without parole if convicted, remains incarcerated under CDCR custody. He is scheduled to be arraigned on February 10, 2025, at the Tuolumne County Superior Court.

A System Failure Behind Prison Walls

The case has sparked outrage both inside and outside the corrections community, not only for its brutality, but for the alarming breach in prison security. Ransom, already serving time for first-degree murder, attempted murder, carjacking, and armed robbery, somehow obtained access to a high-powered semi-automatic rifle while in custody — a failure that remains under investigation.

Correctional Officer Katie Jackson, described by colleagues as a dedicated professional, has not publicly commented on the attack. Her legal team has filed a civil suit against the California Department of Corrections and Rehabilitation (CDCR), alleging negligence and systemic failure in protecting staff from known violent offenders.

District Attorney: “No Further Comment”

Tuolumne County District Attorney Cassandra Jenecke is leading the prosecution. Her office has declined to release additional information, citing the severity of the case and the need to protect the integrity of the upcoming trial.

However, legal analysts note that the case is likely to raise serious questions about oversight, staffing shortages, and inmate control protocols inside CDCR facilities. Advocacy groups have already begun calling for an independent investigation into how an inmate with Ransom’s record obtained a deadly weapon and was able to isolate and overpower a prison staff member without intervention.

A Pattern of Escalation

Court filings reveal Ransom’s violent history dates back more than two decades, with seven prior serious or violent felony convictions from Los Angeles County, including murder with a firearm and attempted murder. Prosecutors argue that the latest charges demonstrate a clear pattern of escalation and disregard for human life — even within the confines of a maximum-security institution.

If convicted on all counts, Ransom faces multiple life sentences, including potential sentences without the possibility of parole under California’s most severe sentencing laws.
