Former Hialeah Police Chief Arrested in Luxury Spending and Public Funds Theft Scandal
In a stunning fall from grace, former Hialeah Police Chief Sergio Velazquez was arrested Monday morning outside his home following a sweeping investigation into what authorities have called a calculated and years-long scheme to defraud the public and abuse his position of power.
Miami-Dade State Attorney Katherine Fernandez Rundle announced the arrest, revealing charges of grand theft, structuring, and an organized scheme to defraud, all stemming from Velazquez’s alleged misuse of police department funds and suspicious financial activity during his tenure as chief.

Velazquez, 62, who served as chief from 2012 until his suspension in late 2021, was earning an annual salary of $211,000, making him the second-highest-paid employee in Hialeah at the time. His arrest comes more than three years after newly elected Mayor Esteban Bovo suspended him amid growing concerns of internal misconduct.
A Money Trail Hidden in Plain Sight
The investigation, led by the Florida Department of Law Enforcement (FDLE), was triggered by a formal complaint from Hialeah’s current police chief. The complaint centered on suspicious discrepancies in funds seized during law enforcement operations and irregularities in petty cash stored within the department’s safe.
FDLE Special Agent in Charge John Vecchio detailed how agents uncovered a complex pattern of financial structuring spanning from 2015 through 2021. According to investigators, Velazquez made over 900 cash deposits into multiple personal bank accounts—each deposit kept under the federal reporting threshold of $10,000. The intent, officials allege, was to sidestep mandatory financial disclosures and avoid detection.
Many of the deposits are suspected to have come from funds allocated for confidential law enforcement operations and court-ordered asset forfeitures—money never meant for personal enrichment.
“This wasn’t sloppy accounting. It was a strategic and consistent effort to hide illicit gains,” Vecchio stated.
Rolex, Cartier, and Versace: The Lavish Paper Trail
Velazquez’s financial records, subpoenaed by FDLE, painted a portrait of luxury far beyond the bounds of a public servant’s lifestyle. Investigators uncovered extravagant spending including:

The most damning portion of the probe focused on the final months of Velazquez’s tenure, from May to October 2021. During that five-month window alone, investigators found that more than $560,000 in departmental funds had vanished without accounting.
Sixty-two separate deposits—each just below the $10,000 limit—were made during that period, raising alarms among forensic accountants and FDLE agents reviewing the transactions.
In total, the investigation required over 4,500 hours of law enforcement manpower, including interviews, financial analysis, and execution of multiple search warrants. Authorities worked in coordination with local and federal banking institutions to trace the movement of funds.
The Road Ahead: Accountability and Fallout
Velazquez is currently being held at the Turner Guilford Knight Correctional Center on $30,000 bond. It remains unclear whether additional charges or arrests will follow, or whether any other personnel within the department were aware of or complicit in the scheme.
As the city of Hialeah begins to process the implications of this high-profile scandal, Mayor Bovo issued a brief statement reaffirming his administration’s commitment to restoring integrity to the police force.
“Public service is a privilege—not a path to personal fortune,” Bovo said. “We are cooperating fully with prosecutors and law enforcement to ensure full accountability and systemic reforms.”
Meanwhile, the community—already burdened by rising concerns over government transparency—is left questioning how one of their most powerful public officials was able to siphon off hundreds of thousands of dollars, right under the nose of the very institution charged with upholding the law.
