The Landmark Vote at City Hall
The Dallas City Council voted 14 to 1 to approve the rezoning needed for a full-service HEB supermarket in North Dallas. The vote followed a lengthy public hearing where residents, business advocates, and neighborhood groups debated the impact of the project. Council members ultimately agreed that the benefits outweighed the concerns and formally opened the door to bring the long-requested grocer inside city limits.
What the Rezoning Allows
The decision reclassifies nearly ten acres at the southeast corner of Hillcrest Road and Interstate 635. The updated zoning clears the way for a supermarket of roughly one hundred twenty seven thousand square feet with accompanying parking and infrastructure. HEB purchased the land earlier this year and has been working with planners and neighborhood associations throughout 2024 and 2025 to prepare the site for development.
Community Concerns and Support
Public feedback reflected a split among nearby residents. Supporters emphasized expanded grocery access, job creation, and a competitive alternative to existing retailers in the area. Opponents raised concerns about traffic, noise, and the overall scale of the project near a residential corridor. Council members acknowledged the concerns but maintained that the site already fronts a major highway and is suitable for commercial use.
A First for Dallas
The approval marks a major milestone for the San Antonio based retailer. While HEB has opened stores throughout the Dallas Fort Worth region and operates Central Market locations within the city, Dallas proper has not previously hosted a full HEB supermarket. The new store will bring the company’s flagship format directly into the city for the first time.

With zoning secured, HEB will now move into final design, permitting, and construction planning. The timeline for groundbreaking has not been announced, but executives have said the store will bring significant employment opportunities and long term tax revenue.
