FBI Foils Alleged ISIS Inspired Plot to Bomb New York State Capitol and Kill Lawmakers
Federal authorities say they stopped an alleged ISIS inspired terrorist plot targeting the New York State Capitol after an Albany woman took possession of what she believed was a functioning explosive device and prepared to use it against state lawmakers. Jessica Bowie, 35, of Albany, was arrested Wednesday and appeared in federal court Thursday on a charge of attempting to provide material support to the Islamic State of Iraq and al-Sham, or ISIS, a designated foreign terrorist organization. The charge remains an allegation, and Bowie is presumed innocent unless proven guilty.
But the criminal complaint outlined by federal prosecutors describes something significantly more advanced than extremist rhetoric online. Investigators allege Bowie conducted surveillance of the Capitol, sought assistance obtaining explosives, purchased materials that could be used in a bomb and ultimately accepted an inert explosive device supplied during an FBI undercover operation.
FBI Says the Capitol Was the Primary Target
According to federal authorities, Bowie allegedly wanted to attack the New York State Capitol in Albany while lawmakers were present, killing public officials and damaging as much of the building as possible. The Justice Department says Bowie discussed using an explosive device against government officials before escaping to territory controlled by ISIS in Syria. Investigators also allege that she photographed and surveilled the Capitol while developing the plan.
The Associated Press reported that Bowie allegedly considered Albany City Hall as another potential target and discussed future attacks against locations including Times Square and the White House. The alleged Capitol plan was unusually specific. Authorities say Bowie discussed concealing an explosive inside a food-delivery bag and wanted to carry out the attack when New York state senators were inside the building.
An Online Investigation Became an FBI Sting
The case appears to have accelerated after investigators discovered extremist social media activity. According to the federal complaint, Bowie had converted to Islam approximately five years ago, not recently, as some early reporting suggested, and authorities say she became increasingly radicalized online. Investigators allege that she began publicly expressing support for terrorism by May and subsequently communicated with people she believed were connected to ISIS.
That distinction matters. Conversion to a religion is not evidence of criminal activity; the federal case instead centers on Bowie’s alleged subsequent statements, pledge of allegiance to ISIS and concrete steps prosecutors say she took toward carrying out violence. An FBI confidential source eventually posed as an ISIS facilitator and began communicating with Bowie in July about her plans for an attack on the Capitol. The investigation expanded into recorded conversations, surveillance and meetings with undercover sources.
Authorities allege Bowie asked for help learning how to make explosives and purchased materials for a bomb, including nails that could potentially be used as shrapnel. Investigators also photographed her during portions of the operation. Federal authorities say Bowie visited the Capitol grounds repeatedly to study the location and security. Reuters reports that investigators observed her surveying the property and taking photographs as the alleged plan developed.
Investigators Allege She Praised 9/11 and Pledged Allegiance to ISIS
The government’s allegations extend beyond the Capitol plot. According to the criminal complaint, investigators discovered anti-American social-media activity and statements allegedly praising the September 11, 2001 terrorist attacks. Authorities also say Bowie recorded or communicated a pledge of allegiance to ISIS.
Those communications became part of the evidence federal investigators used to establish what they characterize as an ideological motivation for the planned attack. The case ultimately moved from surveillance to an arrest operation after undercover FBI personnel supplied Bowie with an inert explosive device. Authorities allege she accepted what she believed was a real bomb, along with a firearm and ammunition, before agents moved in. That detail is critical: the explosive supplied during the undercover operation was not functional, meaning the FBI controlled the weapon at the center of the final phase of the alleged plot.
Authorities Say the Objective Was to Attack Government Itself
Federal prosecutors characterized the alleged plot as an attack not simply against individual lawmakers, but against democratic government. First Assistant U.S. Attorney John A. Sarcone III said the allegations involved an attempt to target the New York State Capitol and state senators, describing such an attack as fundamentally directed at the democratic system itself.
The government’s evidence will now face scrutiny in federal court, including the undercover operation and the extent to which Bowie independently developed the alleged attack before interacting with FBI sources. For now, the Justice Department’s complaint represents the government’s version of events, not a conviction.
New York Increases Security After Arrest
The case comes amid heightened concern over threats and political violence directed at public officials across the United States. New York Gov. Kathy Hochul said additional security precautions were being implemented around the Capitol and other state government facilities following the arrest. Officials said there was no immediate continuing threat to the public.
The alleged plot nevertheless demonstrates how quickly an online extremism investigation can move into the physical world. According to investigators, what began with extremist posts and communications progressed into surveillance of a government building, discussions about casualties, acquisition of bomb components and ultimately the acceptance of what Bowie allegedly believed was a usable explosive.
Had the government’s allegations played out as Bowie allegedly intended, the target would have been one of the most important government buildings in New York, with elected officials inside. Instead, the device was controlled by the FBI, the alleged plot was intercepted before an attack occurred, and Bowie is now in federal custody awaiting the next stage of the case.
