Sheriff Marcos Lopez arrested, suspended by DeSantis in major racketeering scandal

OSCEOLA COUNTY, Fla. – The top lawman in Osceola County is now a prime defendant in a sweeping federal investigation. Sheriff Marcos R. Lopez was arrested Thursday morning and charged with racketeering and conspiracy to commit racketeering after federal and state authorities say he helped a criminal gambling empire generate over $21.6 million in illegal profits.

The allegations rock the foundation of Florida’s law enforcement system, implicating one of the state’s rising stars in a multi-year scheme of organized crime and corruption.

Governor Ron DeSantis wasted no time, suspending Lopez from office and appointing Florida Highway Patrol Chief Christopher A. Blackmon as interim sheriff, effective immediately.

Dirty Money, Deep Roots

The charges stem from a 2023 joint investigation led by Homeland Security Investigations (HSI) and the Florida Department of Law Enforcement (FDLE). According to investigators, Lopez not only knew about the gambling operation flourishing in Lake and Osceola counties, he protected it, ensured it could expand, and took a cut of the profits for himself.

The network of illegal gambling dens raked in millions. Officials say Lopez actively advanced the interests of the group after he was elected sheriff in 2020, essentially weaponizing his badge for profit.

Lopez was booked into Lake County Jail Thursday morning. More arrests are expected, with law enforcement confirming that additional arrest warrants are being prepared for other participants in the operation.

Law Enforcement Turns on One of Its Own

Reaction from Florida law enforcement leaders has been swift and merciless.

“He has embarrassed himself, his family and the great men and women who work at the Osceola County Sheriff’s Office,” said Polk County Sheriff Grady Judd, one of the most vocal sheriffs in the state. “His conduct is outrageous, unprofessional and obviously corrupt.”

Attorney General James Uthmeier said plainly: “The law must be applied equally, regardless of position, power or badge. This is a solemn day for Florida and for law enforcement.”

Community Leaders Respond

Kissimmee Mayor Jackie Espinosa appeared live on Facebook Thursday, calling it a “dark moment” for the county. “We wanted to express our sadness for what’s happening in our county right now,” she said. “It’s unsettling.”

Osceola County Manager Don Fisher emphasized the sheriff operates independently of county oversight. “The county had no role in the investigation,” Fisher said. “We will support Interim Sheriff Blackmon and the department however we can.”

The Man Behind the Badge

Lopez was seen by some as a trailblazer. Raised in Central Florida after being born in Chicago, he served in the U.S. Navy Reserve and joined the sheriff’s office in 2003. In 2021, he became the first Hispanic sheriff in Osceola County history.

Now, that legacy is shattered.

Lopez has three children, two of whom graduated from the University of Central Florida. His family now watches as he faces potential decades in prison for selling out his oath.

Who Is Interim Sheriff Christopher Blackmon?

Christopher A. Blackmon takes over under a cloud of scandal, but with a reputation for calm leadership. A 35-year veteran of the Florida Highway Patrol, he most recently served as Central Region Chief, managing over 850 sworn troopers.

He also leads as the state’s Immigration Incident Commander and holds a degree in homeland security from Vincennes University.

At its core, racketeering involves a pattern of organized illegal activity for profit — often linked to fraud, bribery, extortion, or in this case, illegal gambling. Florida’s statutes carry heavy prison time for public officials caught abusing their power for criminal gain.
