The Secret Grand Jury Behind Florida’s Latest Political Scandal

A grand jury in Leon County is now reviewing allegations that Florida’s Hope Florida Foundation, a charity closely linked to First Lady Casey DeSantis, improperly received and redirected millions in state-related funds tied to a Medicaid settlement. Two witnesses confirmed to the press that they were summoned to the courthouse in early October, including State Rep. Alex Andrade (R–Pensacola), who questioned how $10 million from a Centene Corp. Medicaid settlement was funneled to the foundation and later surfaced in political committees.

Andrade, citing grand jury secrecy rules, said only that he “shared [his] perspective” but declined to discuss testimony. Prosecutors confirmed that State Attorney Jack Campbell’s office is overseeing the criminal inquiry and has already issued subpoenas to several nonprofit officials and state contractors.

How the Money Moved

The controversy centers on a $67 million Medicaid settlement the state of Florida reached with health-care provider Centene in 2024. Within that deal, $10 million was earmarked for the Hope Florida Foundation a private charity promoted by Casey DeSantis as an “alternative to welfare” that channels Floridians to faith-based aid networks instead of direct government services.

But according to public financial records and whistleblower testimony:

  • The foundation quickly issued two $5 million grants, one to Secure Florida’s Future and another to Save Our Society from Drugs.

  • Both groups subsequently transferred large portions of those funds into the political action committee “Keep Florida Clean”, chaired by James Uthmeier, Ron DeSantis’ former chief of staff and now Florida Attorney General.

  • That PAC then spent heavily on ads opposing the 2025 ballot measure to legalize recreational cannabis, aligning precisely with Governor DeSantis’ political agenda.

The Casey DeSantis Connection

Although the First Lady is not listed as a legal officer of the foundation, her public advocacy, branding, and fundraising appearances have made Hope Florida virtually synonymous with her name. The organization’s official website and promotional materials still feature her prominently, describing her as its “inspiration and leader.”

Critics argue that this creates both a conflict of interest and the appearance of state endorsement for what was billed as a private, faith-based initiative. “You can’t take government settlement money, move it into a private foundation bearing the First Lady’s name, and then see it flow into a PAC without expecting scrutiny,” said ethics attorney Mark Herron, who formerly chaired Florida’s Commission on Ethics.

Grand Jury Confidential but Expanding

Sources close to the case say the Leon County grand jury is examining potential violations including money laundering, misuse of public funds, wire fraud, and failure to comply with state auditing laws.

Florida grand juries operate under strict secrecy: no judges, no public proceedings, and no defense lawyers allowed to address jurors. Witnesses testify under oath with only prosecutors and a court reporter present. If a majority of jurors find probable cause, indictments could follow.

According to former Palm Beach County State Attorney Dave Aronberg, the use of a grand jury in this case “suggests prosecutors want to remove any appearance of politics, ironic, given that politics may be exactly what drove the money in the first place.”

Missing Oversight and Vanished Audits

Records reviewed by the Media show the $10 million payment bypassed the Chief Financial Officer’s audit process, which is legally required for any settlement involving state funds. State CFO Jimmy Patronis has not commented publicly on why his office didn’t review or sign off on the transaction. Internal documents indicate the payment was transferred directly from Centene to the foundation through a state-facilitated routing agreement, effectively cutting out the standard financial controls. The deal was approved by staffers in the Governor’s Office.

What Happens If They’re Charged

If the grand jury returns indictments, those involved could face felony counts for money laundering (up to 30 years), official misconduct (5 years), or wire fraud under Florida’s Chapter 817 statutes.

Federal agencies, including the U.S. Department of Health and Human Services Inspector General, have confirmed parallel reviews to determine if federal Medicaid funds were misused — potentially exposing those involved to federal criminal penalties as well.

Political Fallout

The probe has divided Florida’s Republican leadership. Andrade and a handful of GOP lawmakers have called for transparency, while DeSantis allies accuse critics of “weaponizing bureaucracy.” Meanwhile, watchdogs have noted that media outlets attempting to investigate the foundation were warned off by the state’s Department of Children and Families, the agency that formally partners with Hope Florida.

For Casey DeSantis, once considered a leading contender for future statewide office, the fallout could be devastating. “If prosecutors confirm that charity money meant for needy Floridians was diverted into political war chests,” said former prosecutor Seth Stoughton, “that’s not just unethical, it’s potentially criminal.”

A Test for Florida’s Accountability

The grand jury’s findings remain sealed, but the implications are already clear. Hope Florida was promoted as a compassionate bridge between government and community. It may now become the symbol of how blurred those lines have become under the DeSantis administration.
