Arlington Police Expand Sex Trafficking Case Against Chicas Locas Strip Club, Arrest More Managers

ARLINGTON, Texas — Police in Arlington have made additional arrests in a widening investigation into an alleged sex trafficking and organized crime operation run out of Chicas Locas, escalating what authorities now describe as a coordinated criminal enterprise involving club management, prostitution, coercion, and drug distribution. According to Arlington Police Department, five more suspects have been arrested following continued evidence review after an October multi-agency raid known as Operation Safe Stage. The arrests bring the total number of suspects charged in the case to seven.

What Police Allege

Investigators say the strip club operated as a front for organized prostitution, where employees allegedly performed illegal sex acts on patrons in exchange for money with a portion of those proceeds paid directly to club management. Four additional managers have now been charged with aggravated promotion of prostitution and engaging in organized criminal activity:

• Frank Budai, 37
• Allan Salcido, 32
• Jonathon Rivera, 30
• Trevor Brossette, 27

Two previously arrested managers Oziel Ramos, 25, and Ariel Tapia, 40 initially charged with aggravated promotion of prostitution, have since had organized criminal activity charges added.

“They identified several other individuals who were employees of the club who were part of management and were involved in the prostitution that was taking place,” said Sgt. Richard Coleman of Arlington PD.

“Some of the individuals arrested were using force to make people take part in activities against their will. The money they were earning was going back to management.”

Drug Sales Inside the Club

The investigation also uncovered alleged narcotics trafficking occurring inside the venue. Police arrested 32-year-old Aaron Perez on three counts of manufacture or delivery of a controlled substance after undercover officers say he sold drugs to detectives at the club on multiple occasions.

The October Raid

The original raid in October involved more than a dozen local and state agencies, including the Tarrant County Human Trafficking Task Force and the Texas Alcoholic Beverage Commission. Authorities seized nearly $13,000 in cash along with digital evidence that investigators say helped map out the internal structure of the alleged operation. Arlington Police Chief Al Jones previously called the case a priority enforcement effort.

“Human trafficking has no place in Tarrant County,” Jones said. “We will use every resource available to go after those who commit this heinous crime.”

What Happens Next

While criminal cases move through the courts, the City of Arlington is also pursuing civil enforcement actions that could result in the permanent closure of Chicas Locas, a move officials say is being fast-tracked as the city prepares for the 2026 FIFA World Cup and increased international attention. Police say the investigation remains active, and additional arrests or charges are possible as detectives continue reviewing evidence and interviewing witnesses.
