Blame It on Bovino: Trump Scapegoats His Border Patrol Commander After Minneapolis Shooting

President Donald Trump moved Tuesday to publicly distance himself from Gregory Bovino, the Border Patrol commander at the center of a growing national controversy, signaling a familiar pattern of deflection as outrage intensifies over the fatal shooting of U.S. citizen and intensive care nurse Alex Pretti in Minneapolis. Asked by Fox News host Will Cain whether Bovino’s removal from Minneapolis amounted to a “pull back,” Trump rejected the framing while simultaneously undercutting his own appointee.

“I don’t think it’s a pullback. It’s a little bit of a change,” Trump said during a swing through Iowa. “Everyone in this room that has a business, you know you make little changes.”

Trump then characterized Bovino, a figure previously elevated and empowered by the administration, as an outlier.

“You know, Bovino’s very good, but he’s a pretty out there kind of a guy,” Trump said. “And in some cases that’s good. Maybe it wasn’t good here.”

The remarks came as scrutiny mounts over Border Patrol’s presence in Minneapolis following Pretti’s death, which was captured on multiple videos now circulating widely online. The footage shows Pretti filming agents, attempting to assist a woman who had been pushed to the ground, and then being surrounded, tackled, disarmed, and shot in the back.

Conflicting Accounts and Escalating Rhetoric

Bovino had aggressively defended the agents’ actions in media appearances and on social platforms as the videos spread. In an interview with CNN on Sunday, Bovino claimed Pretti was attempting to “massacre” law enforcement a statement sharply contradicted by the visual evidence. The incident quickly escalated beyond Bovino.

White House Deputy Chief of Staff Stephen Miller described Pretti as a “would-be assassin” who “tried to murder federal law enforcement” in a post on X, which was later reposted by Vice President JD Vance. The remarks further inflamed public reaction and intensified calls from lawmakers across party lines for an independent investigation.

On Monday, White House Press Secretary Karoline Leavitt attempted to rein in the rhetoric, saying the president wanted a full review of the incident. But when asked directly in Iowa about statements made by his own senior aides, Trump claimed ignorance.

“I hadn’t heard that,” Trump said.

A Familiar Pattern of Political Self-Preservation

Trump’s rhetorical shift places Bovino squarely in a long line of officials once praised, promoted, and relied upon, only to be publicly sidelined when controversy threatens to reach the Oval Office. Over the years, Trump has repeatedly followed the same playbook:

  • Empower aggressively loyal subordinates

  • Encourage maximalist tactics and messaging

  • Distance himself the moment public backlash becomes politically costly

From cabinet secretaries to law enforcement officials, Trump has routinely reframed crises as the result of individual excess rather than institutional direction, insulating himself while leaving subordinates exposed. In this case, Bovino once a vocal defender of Trump’s border agenda, now finds himself recast as “pretty out there” just as federal scrutiny, public outrage, and legal questions converge.

Fallout Still Unfolding

Multiple lawmakers have called for a full federal investigation into Pretti’s killing, citing the video evidence and conflicting official statements. Civil rights organizations have also raised alarms about the deployment of Border Patrol agents far from the border and into U.S. cities. For Trump, the political calculation appears clear. By reframing Bovino as an anomaly rather than a reflection of administration policy, the president positions himself above the controversy, a strategy he has relied on repeatedly to avoid accountability. Whether that distancing holds as investigations proceed remains an open question. What is no longer in doubt is that, once again, a Trump lieutenant is being left to absorb the fallout alone.
