Former Maryland FBI Agent Faces Life in Prison After Conviction for Multiple Rapes
Montgomery County, Md. — A former FBI Supervisory Special Agent from Gaithersburg has been convicted of multiple rape charges after a jury found he sexually assaulted three young women over a span of years, including two in their early 20s and one who was just 18 at the time.
The Montgomery County State’s Attorney’s Office announced that 41-year-old Eduardo Valdivia was found guilty on July 18 of six counts of second-degree rape and two counts of fourth-degree sex offense. He faces a maximum possible sentence of 122 years in prison and will be sentenced on October 14.
Pattern of Abuse Disguised as Modeling Opportunities
According to court documents, the assaults took place between 2022 and 2024, with two of the rapes occurring at Valdivia’s tattoo parlor, “DC Fine Line Tattoos,” and one at a nearby hotel. The first victim reported to police on October 31, 2024, that she had been sexually assaulted by someone she knew as “Lalo Brown.” Months earlier, she had been contacted through Instagram by an account for DC Fine Line Tattoos, asking her to model tattoo artwork. Believing the contact was a woman, she agreed to visit the Gaithersburg studio on August 22, 2024.
Once there, Valdivia posed as a connector to a modeling agency and later invited her back for a photo shoot. At that second meeting, the studio was set up with video cameras and Valdivia, shirtless, offered her wine before sexually assaulting her. The victim reported that he attacked her again during another meeting weeks later. A second woman came forward in May 2024 with a similar account, alleging multiple assaults during what she believed were legitimate modeling sessions at the tattoo studio.
Third Victim Emerges After Arrest
Following Valdivia’s November 2024 arrest, a third woman contacted police to report she had been raped at the tattoo shop in 2022. She told investigators that she protested repeatedly, telling him to stop and attempting to push him away, but Valdivia ignored her and assaulted her.
Former Federal Agent Turned Predator
At the time of the assaults, Valdivia had been employed by the FBI for more than a decade as a Supervisory Special Agent. Prosecutors argued that his position and experience made his crimes even more predatory, using trust and manipulation to lure women into situations where he could attack them. Montgomery County State’s Attorney’s Office described the case as a calculated pattern of targeting vulnerable young women under the guise of professional opportunities.
Valdivia remains in custody awaiting sentencing, where he could spend the rest of his life behind bars.
