Former Miami Beach Mayor Philip Levine Accused of Sexual Assault by Jeffrey Epstein Associate in Explosive Congressional Testimony
The Jeffrey Epstein scandal has once again detonated inside elite political and social circles, this time reaching directly into South Florida politics. Philip Levine, the former Miami Beach mayor and one-time Democratic candidate for governor of Florida, has been accused of sexual assault by Sarah Kellen, one of Jeffrey Epstein’s longtime personal assistants and alleged victims, during closed door testimony before Congress.
According to multiple sources present during the testimony before the United States House Committee on Oversight and Accountability, Kellen alleged Levine sexually assaulted her while she was trapped within Epstein’s inner circle. She also named celebrity hairstylist Frédéric Fekkai and famed fashion photographer Patrick Demarchelier as additional alleged abusers. The accusations mark the first time Levine has been directly accused of criminal sexual misconduct tied to Epstein’s world.
Levine did not respond to multiple requests for comment Thursday evening and Friday morning, according to reports. Fekkai has also not publicly responded. Demarchelier died in 2022 after years of separate public allegations of sexual misconduct from models and fashion industry figures.
Epstein’s Shadow Continues to Spread
Kellen’s testimony could become one of the most consequential developments in the ongoing unraveling of the Epstein network because it represents the first known instance of an Epstein victim testifying directly before Congress. And unlike many prior disclosures buried inside lawsuits, sealed depositions, or leaked files, this testimony was delivered to federal lawmakers actively investigating Epstein’s operation and the powerful figures surrounding it.
“Jeffrey made sure I knew that defying him would cost me my life,” Kellen reportedly told lawmakers. “He knew everyone in the highest echelons of society.”
Her testimony painted a picture that mirrored what critics have argued for years: Epstein was not simply a wealthy predator operating alone. He functioned inside a sprawling ecosystem of politicians, billionaires, celebrities, royalty, financiers, and cultural elites who orbited his world for decades. Kellen described traveling internationally with Epstein and encountering world leaders and high profile figures, including Bill Clinton, Fidel Castro, members of British royalty, Middle Eastern rulers, and former Israeli Prime Minister Ehud Barak.
The core allegation embedded in her testimony is devastating: Epstein’s wealth, access, and influence created an environment where victims believed resistance was impossible.
Philip Levine’s Epstein Problem Is Getting Worse
For years, Levine attempted to publicly distance himself from Epstein. After Epstein’s 2019 arrest on federal child sex trafficking charges, Levine claimed he barely knew him and had only encountered him socially years earlier. But that explanation has steadily eroded under mounting evidence. Previously released Department of Justice documents and emails revealed Levine maintained a far more familiar relationship with Epstein and especially with Ghislaine Maxwell than he initially admitted.
One email exchange between Levine and Maxwell became especially notorious after becoming public. In the messages, the pair joked graphically about Levine’s anatomy in openly sexual banter. Other communications showed Levine remaining friendly with Epstein even after Epstein’s controversial 2008 plea deal in South Florida that allowed him to avoid federal prosecution despite extensive allegations involving underage girls.
In one 2010 email, Levine referred to Epstein as “a great guy” and signed off with “Your friend, Philip.” At the time, Epstein was already widely known as a convicted sex offender. That history now takes on a dramatically darker context following Kellen’s allegations.
Congress Says Kellen Was Credible
House Oversight Committee Chairman James Comer described Kellen as “very believable, intelligent and brave” after the interview. Lawmakers indicated the session was among the most substantive witness interviews conducted during the committee’s Epstein investigation so far.
Importantly, Kellen was never previously interviewed by federal prosecutors before Epstein’s 2019 arrest, a fact lawmakers said underscores how badly authorities failed victims during earlier investigations. That failure has become one of the defining scandals surrounding the Epstein saga itself. Despite years of allegations, extensive evidence, and public accusations from victims, Epstein repeatedly escaped meaningful consequences until his final arrest in 2019. Even then, his death inside a Manhattan federal jail cell before trial fueled massive public suspicion and distrust.
Critics across the political spectrum have long argued that Epstein’s extraordinary social and political connections insulated both him and potentially others around him from accountability. Kellen’s testimony is likely to intensify those concerns dramatically.
The Miami Connection
For South Florida, the allegations reopen painful questions about the region’s central role in the Epstein network. Epstein’s infamous 2008 plea deal was brokered in South Florida under then U.S. Attorney Alexander Acosta, who later became Labor Secretary under Donald Trump before resigning amid outrage over the agreement.
The deal allowed Epstein to plead guilty to state prostitution charges involving minors while avoiding federal prosecution. He served minimal jail time under highly unusual work release conditions. Many victims, advocates, and legal experts have argued for years that powerful individuals connected to Epstein were never fully investigated. Now, one of South Florida’s most recognizable political figures finds himself directly named by a witness inside a congressional investigation tied to that broader network.

The full transcript of Kellen’s testimony is expected to be released publicly in the coming days. If lawmakers corroborate portions of her testimony through additional witnesses, documents, travel records, or communications, the political and legal fallout could expand rapidly. At this stage, Levine has not been charged with any crime, and the allegations remain accusations presented during congressional testimony. No criminal findings have been announced. Still, the public impact could be severe.
Levine built his public image as a wealthy businessman, reform-minded mayor, and rising Democratic figure in Florida politics. But in the post Epstein era, even proximity to Epstein’s network has become politically radioactive. Direct allegations from a purported victim elevate the situation to an entirely different level. The broader Epstein story also continues exposing an uncomfortable truth that stretches far beyond one man or one scandal: For decades, elite power structures across politics, finance, fashion, entertainment, and global diplomacy repeatedly failed to stop a predator operating in plain sight.
