Costco Partnership with SCAN
Costco is expanding further into healthcare, announcing a partnership with nonprofit insurer SCAN Health Plan that will bring Costco branded Medicare products to consumers in selected markets.
The agreement marks Costco’s first comprehensive partnership with a Medicare plan and represents a significant expansion of the warehouse retailer’s growing healthcare business. Under the arrangement, Costco and SCAN plan to offer Medicare Advantage products in two states and a Medicare supplement product in a third state, pending regulatory approval.
The companies have not yet disclosed which states will receive the initial products or when the plans will become available. The initial markets collectively represent approximately 5 million people eligible for Medicare, according to reporting on the partnership.
A New Direction For Costco’s Healthcare Business
The partnership goes beyond simply putting Costco’s name on an insurance product. The companies say they are exploring an integrated approach that could connect Medicare coverage with services Costco already provides to consumers.
Planned offerings, subject to regulatory approval, include an expanded pharmacy experience, over the counter benefits, vision services and audiology and hearing benefits. The companies also intend to develop additional senior focused insurance products as the partnership evolves.
That strategy fits with Costco’s broader expansion into healthcare. The company already operates pharmacies, optical departments and hearing aid centers, giving it an existing retail infrastructure that could be used to connect insurance benefits with services many older Americans already use.
The move also comes as Costco continues investing in its pharmacy business and looking for ways to increase the value consumers receive from their memberships.
SCAN Brings Medicare Insurance Expertise
Costco is not becoming an insurer on its own. Instead, it is partnering with SCAN Health Plan, a nonprofit Medicare Advantage organization that has expanded beyond its original California footprint.
SCAN currently serves nearly 460,000 Medicare Advantage members across 33 counties in California, Arizona, Nevada, Texas, New Mexico and Washington, according to Healthcare Finance News. The organization says it is now among the 10 largest Medicare Advantage organizations in the country.
The partnership allows Costco to enter the Medicare market while relying on an established health plan for the insurance side of the business.
The Medicare Advantage Market Is Huge
Medicare Advantage has become a major part of the U.S. healthcare system, with more than half of Medicare beneficiaries choosing private Medicare Advantage coverage rather than relying solely on traditional Medicare. The market represents hundreds of billions of dollars in annual insurance spending, making it an attractive opportunity for companies with large consumer relationships.
For Costco, the appeal is potentially broader than insurance revenue alone. A Medicare product could deepen the company’s relationship with older consumers by connecting coverage to pharmacy purchases, vision care, hearing services and other healthcare related spending.
The retailer has also built a reputation around offering products and services that it says provide value to its members. Bringing that same positioning into Medicare could give Costco an opportunity to differentiate its offering in a crowded insurance market.
Costco Says The Goal Is Simpler Healthcare
SCAN CEO Sachin Jain said the partnership is intended to make healthcare more accessible and easier for older adults to navigate.
“Older adults want healthcare that is easier to navigate, more responsive to their needs and rooted in organizations they trust.”
Jain said the expanded relationship with Costco could create new ways to help older adults remain healthy and independent while emphasizing quality, value and service.
That focus could be particularly important for consumers who already use Costco for prescriptions, eyeglasses, hearing aids and other healthcare related products.
The Costco Name Will Not Mean A Free Membership
One important distinction is that consumers should not expect a Costco membership to automatically come with the Medicare coverage.
Federal rules prevent Medicare Advantage plans from requiring beneficiaries to purchase a particular product or membership as a condition of receiving coverage. The Medicare products therefore will not simply be bundled into a Costco membership.
The plans are expected to be available through traditional insurance channels as well as Costco related channels, depending on the final structure and regulatory approvals.
A Pilot With Room To Grow
Costco and SCAN are initially treating the arrangement as a limited rollout rather than an immediate nationwide expansion.
That approach gives the companies an opportunity to determine whether Costco’s retail model can translate effectively into the complicated Medicare insurance market. If the initial products perform well, the companies could potentially expand the partnership into additional markets and services.
The companies are also planning additional integrated benefits, but those offerings remain subject to regulatory approval.
For Costco, the experiment represents another step in the company’s evolution from a warehouse retailer into a broader consumer services company.
For seniors, the significance will ultimately depend on the details of the plans themselves, including premiums, provider networks, prescription coverage, out of pocket costs and available benefits. A familiar Costco logo may attract attention, but consumers will still need to compare the actual insurance coverage before choosing a Medicare plan.
What Comes Next
The immediate next step is regulatory review. Until approvals are secured, Costco and SCAN have not provided final launch dates or specific markets for the new products.
If approved, the partnership could give Costco a new role in one of the country’s largest healthcare markets while giving SCAN access to one of the most recognizable retail brands in the United States.
The bigger question is whether Costco can turn the trust consumers place in its retail business into a meaningful advantage in Medicare, a market where price, provider access and coverage details matter far more than the brand on the warehouse sign.
