MIAMI-DADE COUNTY, Fla. — A Florida Department of Law Enforcement agent fatally shot a 28 year old man during a violent confrontation in Southwest Miami-Dade after authorities say the man approached the agent’s vehicle, began striking a window and then physically attacked the agent after he stepped out of the car. The shooting happened shortly after 9 a.m. Thursday, Sept. 17, near Southwest 157th Avenue and Southwest 140th Street, approximately two blocks from Jorge Mas Canosa Middle School. The Miami-Dade Sheriff’s Office has identified the man who was killed as 28 year old Daniel Thomas Shand. The FDLE agent suffered minor injuries and was taken to a local hospital for treatment.

Cellphone video captured by a witness shows part of the violent struggle in the roadway, including the moment one man lifts the other and slams him onto the pavement. The footage then shows the struggle continuing on the ground before a gunshot is heard. The Miami-Dade Sheriff’s Office says the FDLE agent fired the fatal shot after being thrown to the ground and pinned during the confrontation. The Miami-Dade Sheriff’s Office Homicide Bureau is now investigating the shooting at FDLE’s request. The agent has been placed on administrative leave, which FDLE described as standard procedure following an agent-involved shooting.

Investigators Say Confrontation Began at Agent’s Vehicle

According to the preliminary account released by the Miami-Dade Sheriff’s Office, the on-duty FDLE agent was sitting inside his vehicle when Shand, who authorities said had been standing in the street, approached the vehicle and began striking one of its windows. Investigators have not publicly explained what prompted Shand to approach the vehicle, whether he knew the agent or what, if anything, occurred between the two men before the confrontation began.

Authorities said the agent exited his vehicle and a physical fight immediately followed. Cellphone video obtained by multiple South Florida news organizations appears to capture a substantial portion of that struggle, showing the two men fighting in the roadway as passing vehicles stopped nearby. The footage shows one man lifting the other and violently throwing him onto the pavement before getting on top of him. A voice can be heard repeatedly calling for help and warning about a gun before a single shot rings out. Authorities have identified the man thrown to the pavement as the FDLE agent and said the agent discharged his firearm during the struggle, striking Shand.

The publicly available video provides important evidence about the physical confrontation but does not appear to show how the encounter initially began. That distinction is significant because investigators have not yet publicly established why Shand allegedly approached the agent’s vehicle or what caused the encounter to escalate so rapidly.

Daniel Thomas Shand Pronounced Dead at Scene

A City of Miami police officer who was nearby and responding Miami-Dade sheriff’s deputies attempted lifesaving measures after the shooting. Miami-Dade Fire Rescue responded, but Shand was pronounced dead at the scene. The Miami-Dade Sheriff’s Office publicly identified Shand on Friday. Local reporting initially identified him through his roommate and friend before authorities formally released his name.

Shand’s roommate, Mauricio Salinas, told WPLG Local 10 that Shand had been returning home from the gym and was only steps from his residence when the deadly encounter occurred. Salinas said he did not know what triggered the confrontation and described Shand as someone who had been trying to improve his life. Those accounts provide additional context about Shand’s movements before the shooting but do not answer the central question now facing investigators, why he allegedly approached the FDLE agent’s vehicle and began striking the window.

FDLE Agent Hospitalized With Minor Injuries

The FDLE agent suffered what the agency described as minor injuries during the altercation and was transported to a local hospital. Television footage showed an injured man arriving at Jackson South Medical Center with visible injuries to his arms. FDLE has confirmed that the agent was on duty at the time of the shooting but has not publicly identified him or explained what official duties brought him to the neighborhood that morning. The agency subsequently placed the agent on administrative leave while the shooting remains under investigation. Administrative leave following an officer involved shooting is a standard procedural step and does not, by itself, constitute a finding that the agent violated department policy or committed a crime.

Nearby Middle School Placed on Lockdown

The shooting triggered an immediate security response at nearby Jorge Mas Canosa Middle School, located roughly two blocks from the scene. Miami-Dade County Public Schools temporarily placed the campus on lockdown because of what district officials described as police activity unrelated to the school. Students described being instructed to remain quiet in darkened classrooms and take shelter while authorities secured the surrounding neighborhood. Video shared with CBS News Miami showed students sitting beneath desks while teachers enforced lockdown procedures. Parents who learned about the police activity rushed toward the school as law enforcement restricted access to the surrounding area. The lockdown was eventually lifted after authorities determined there was no threat to the campus. There is no indication that any student, teacher or school employee was involved in the shooting, and the confrontation did not occur on school property.

Cellphone Video Becomes Central Piece of Evidence

The witness video could become critical evidence as detectives reconstruct the shooting. The footage appears to support significant portions of the Sheriff’s Office’s preliminary description of the physical struggle, particularly the account that the agent was thrown violently to the pavement and that Shand ended up on top of him before the shooting.

However, the recording does not provide a complete account of everything that happened before the physical confrontation. Investigators will likely seek additional cellphone recordings, residential surveillance footage, doorbell camera video, vehicle cameras and witness testimony to determine whether any interaction occurred before Shand allegedly began hitting the agent’s vehicle.

Detectives will also examine physical and forensic evidence from the scene, the location and condition of the agent’s firearm, the trajectory of the fatal shot, the injuries sustained by both men and the precise sequence of events immediately before the weapon was discharged.

Despite the availability of cellphone footage, the most fundamental question surrounding the shooting remains unanswered: Why did Shand approach the FDLE agent’s vehicle? Authorities have not announced a motive, and there has been no public indication that the agent was attempting to arrest, question or detain Shand before the confrontation began. FDLE has said the agent was on duty but has not publicly explained why he was in that particular neighborhood.

The known sequence of events suggests the encounter escalated extraordinarily quickly. According to investigators, Shand approached the vehicle and struck the window, the agent exited, a physical fight began, the agent was thrown onto the pavement and pinned, and the confrontation ended with a fatal gunshot. Determining what happened immediately before that sequence could prove crucial to understanding the entire incident.

Miami-Dade Homicide Detectives Take Over Investigation

At FDLE’s request, the Miami-Dade Sheriff’s Office Homicide Bureau is conducting the investigation rather than FDLE investigating its own agent. Detectives spent hours processing the roadway and surrounding neighborhood after the shooting, collecting evidence and interviewing witnesses as a large law-enforcement presence remained in the area. As of Saturday, authorities had not announced any criminal charges or released a final determination regarding the agent’s use of deadly force. What has been established so far is that Shand and an on duty FDLE agent became involved in a violent physical confrontation on a Southwest Miami-Dade roadway, the agent was slammed to the pavement during the struggle, and the encounter ended when the agent fired his weapon, killing Shand. The agent was injured, a nearby middle school was temporarily locked down, and a witness captured crucial portions of the encounter on video.
