Did Another Civilization Evolve on Earth Before Us? Former Navy Admiral Says the Answer May Be Hidden in the Ocean…
For decades, the popular image of unidentified anomalous phenomena has focused almost entirely upward: strange lights in the sky, unexplained radar contacts, military pilots pursuing objects through restricted airspace and the possibility that something technologically advanced may be visiting Earth from somewhere else in the universe. Retired Rear Admiral Tim Gallaudet is increasingly arguing that researchers may need to look in the opposite direction, toward the vast and comparatively unexplored environment covering most of the planet.
Gallaudet, a former Oceanographer of the U.S. Navy and former senior official at the National Oceanic and Atmospheric Administration, has emerged as one of the most credentialed former military officers publicly calling for greater scientific scrutiny of the maritime component of the UAP phenomenon. In a sweeping new interview with Jesse Michels on American Alchemy, Gallaudet discussed reports of unidentified objects operating around Navy vessels, extraordinary underwater encounters described to him by submariners, an intelligence communication he says concerned recurring anomalous activity in several regions of the world’s oceans, and a possibility that challenges the standard extraterrestrial explanation altogether: What if at least some of the intelligence potentially responsible for these encounters did not arrive from another solar system, but originated on Earth long before humanity?
That possibility sounds like science fiction until it intersects with a legitimate scientific thought experiment published by a NASA climate scientist and a University of Rochester astrophysicist. Known as the Silurian Hypothesis, it asks an unsettling question with serious implications for geology, archaeology and astrobiology: If an industrial civilization existed on Earth millions of years before humans, would enough evidence survive for modern scientists to recognize it?
Tim Gallaudet Is Not an Ordinary UAP Witness
Gallaudet’s background matters because his career placed him inside the institutions responsible for understanding the oceans and supporting American naval operations. He served more than three decades in the Navy, eventually becoming Oceanographer of the Navy and commander of the Naval Meteorology and Oceanography Command. He earned graduate degrees in oceanography from the Scripps Institution of Oceanography and later held senior leadership positions at NOAA, giving him extensive professional experience with the maritime environment, oceanographic data and military operations.
Gallaudet has since become increasingly public about his concerns surrounding unidentified anomalous phenomena. In November 2024, he appeared before Congress during a House Oversight Committee hearing on UAP. He has also published a paper through the Sol Foundation titled “Beneath the Surface: We May Learn More about UAP by Looking in the Ocean,” arguing that the maritime component of the phenomenon has received far less attention than it deserves.
His argument is not simply that mysterious objects have allegedly been observed underwater. It is that the United States possesses an enormous military, scientific and intelligence infrastructure specifically designed to understand and monitor the oceans, while comparatively little information concerning potential maritime UAP incidents has entered the public record. The strongest version of Gallaudet’s case is therefore not that extraterrestrials have underwater bases, because no publicly available evidence establishes that conclusion. His case is that credible military personnel have reported anomalous events involving the ocean, some government sensors have recorded unresolved phenomena, and the maritime domain deserves the same serious scientific investigation increasingly being applied to UAP in the atmosphere.
The Navy Intelligence Communication Gallaudet Says Changed the Picture
One of the most significant claims in Gallaudet’s recent interview concerns an intelligence communication he says originated with a senior female Navy officer. According to Gallaudet, the communication concerned anomalous activity being detected in multiple areas of the world’s oceans and suggested that approximately five to seven recurring geographic regions were attracting attention. The underlying communication has not been publicly released, meaning its contents cannot currently be independently examined or authenticated by outside researchers. The existence and substance of the communication should therefore be treated as Gallaudet’s firsthand account rather than as an independently verified public government finding.
If his description is accurate, however, the potential importance lies in the suggestion of geographic clustering. Repeated detections around the same ocean regions would represent something fundamentally different from a random collection of unrelated sightings. Researchers would have identifiable locations where hydrophones, sonar systems, magnetometers, autonomous underwater vehicles, optical equipment and other instruments could theoretically be deployed repeatedly to determine whether anything unusual is actually occurring. That would transform an extraordinary allegation into something much more scientifically useful: a potentially falsifiable hypothesis.
The Silurian Hypothesis Changes the Question
In 2018, NASA Goddard Institute for Space Studies climatologist Gavin Schmidt and University of Rochester astrophysicist Adam Frank published a paper in the International Journal of Astrobiology titled “The Silurian Hypothesis: Would it be possible to detect an industrial civilization in the geological record?” The name was inspired by the intelligent Silurian species depicted in Doctor Who and was never intended to suggest that scientists had discovered evidence of an actual civilization during Earth’s Silurian geological period.
Schmidt and Frank were not claiming that archaeologists had uncovered a forgotten technological society. Instead, they posed a much more precise question: If an industrial civilization had existed millions or tens of millions of years ago, what evidence would remain today?
The answer becomes surprisingly complicated because human intuition is poorly calibrated for geological time. Cities, highways, factories, vehicles and electrical grids appear permanent on the scale of an individual human lifetime, but they are temporary structures when measured against millions of years of erosion, sedimentation, glaciation, volcanic activity and tectonic change. Earth’s surface is not a static museum preserving everything that has existed upon it. It is an active geological system continuously destroying, burying, transforming and recycling evidence.
Oceanic crust presents an even greater preservation problem because it is continually created at spreading centers and eventually recycled into Earth’s mantle through subduction. Consequently, Schmidt and Frank focused less on hypothetical prehistoric skyscrapers and more on the chemical and isotopic fingerprints that an industrial civilization could leave behind in sedimentary records.
What Would an Ancient Industrial Civilization Actually Leave Behind?
The most durable evidence of humanity’s civilization may ultimately be chemical rather than architectural. Industrial activity has altered the carbon and nitrogen cycles, atmospheric chemistry, sedimentation patterns and the distribution of synthetic compounds across the planet. Humanity has created plastics, persistent industrial chemicals and artificial radionuclides while releasing enormous quantities of fossil carbon that can leave measurable signatures in geological layers.
Schmidt and Frank examined whether comparable markers could theoretically identify an ancient industrial episode. Their work considered abrupt changes in carbon isotopes, temperature, sedimentation, ocean chemistry and other geological indicators that could survive far longer than buildings or machinery.
One ancient event relevant to the discussion is the Paleocene Eocene Thermal Maximum approximately 56 million years ago, when Earth experienced a major injection of carbon into the atmosphere and oceans accompanied by substantial global warming. There are established natural mechanisms capable of explaining ancient climatic disruptions such as this, and the Silurian Hypothesis does not overturn those explanations. Instead, the thought experiment exposes a deeper scientific challenge: researchers attempting to identify a hypothetical prehistoric industrial civilization would need to distinguish its geological fingerprint from dramatic but entirely natural changes in Earth’s climate and geochemical systems. That is considerably more difficult than searching for ruins.
Could a Civilization Have Survived by Moving Into the Ocean?
This is where Gallaudet’s discussion moves beyond the original Schmidt and Frank paper and into a far more speculative possibility. If technological intelligence emerged on Earth before humanity, he raises the question of whether some population could have survived catastrophic environmental changes by migrating underground or into the oceans.
There is currently no empirical evidence establishing that such a migration ever occurred. However, the survival logic underlying the hypothesis can still be examined scientifically. Earth’s surface has experienced enormous asteroid impacts, prolonged volcanic episodes, radical climate transitions, shifting continents, changing coastlines and multiple mass extinction events. A sufficiently advanced technological species attempting to survive extreme surface conditions could theoretically seek more stable and controllable environments beneath the surface or underwater.
That possibility creates a provocative inversion of the traditional UFO question. Instead of asking how extraterrestrial spacecraft could repeatedly cross interstellar distances to reach Earth, the ancient terrestrial hypothesis asks whether some intelligence associated with a portion of the UAP phenomenon could already be local. It remains speculation, not evidence, but portions of the hypothesis can at least be converted into scientific questions involving geology, archaeology, oceanography, biology and sensor data rather than being left entirely in the realm of conjecture.
The Mobile Underwater Laboratory Theory
One of the more provocative theories emerging from the maritime UAP discussion is that an advanced intelligence operating in Earth’s oceans would not necessarily need permanent underwater bases at all. Instead, some researchers and witnesses have proposed the possibility of enormous mobile underwater platforms functioning more like submerged laboratories, carriers or motherships capable of moving between deep ocean regions while supporting smaller craft.
The theory potentially addresses one of the central problems with the idea of permanent underwater installations. If anomalous activity repeatedly appears around certain deep water regions but searches fail to uncover fixed infrastructure, investigators may be looking for the wrong thing. A sufficiently advanced mobile platform could relocate through abyssal plains, trenches and other enormous sections of the ocean, potentially deploying smaller objects before moving elsewhere. Under that scenario, the locations associated with repeated UAP activity might represent operating areas, transit corridors or rendezvous points rather than permanent bases.
The concept becomes particularly interesting when considered alongside reports of transmedium objects apparently entering or emerging from the ocean. Rather than assuming every object disappearing beneath the surface is traveling toward a stationary installation, the mobile laboratory hypothesis proposes that some could theoretically be interacting with larger submerged platforms operating beyond conventional observation. In that model, the ocean would function less as the location of a single hidden civilization and more as an enormous operational environment capable of concealing mobile infrastructure.
There is currently no publicly verified evidence demonstrating that such platforms exist. No government agency has released authenticated sonar imagery, recovered hardware or physical evidence proving the existence of enormous mobile underwater laboratories associated with UAP. The idea therefore remains a speculative hypothesis and should not be confused with established findings from the Navy, AARO or the scientific community.
The distinction nevertheless matters because a mobile target would require an entirely different scientific search strategy from a stationary underwater base. Investigators attempting to test the hypothesis would need persistent acoustic monitoring, coordinated hydrophone networks, satellite ocean surveillance, autonomous underwater vehicles, high resolution sonar and long duration multisensor observation rather than isolated expeditions to individual suspected locations.
The theory also provides one possible interpretation of Gallaudet’s account of approximately five to seven recurring areas of anomalous ocean activity. If his description of the intelligence communication is accurate, those regions would not necessarily have to contain permanent installations. They could theoretically represent operating zones or recurring transit areas used by something capable of moving between them. There is presently no evidence establishing that connection, but unlike an undefined claim about a hidden underwater civilization, it produces a specific question that could ultimately be tested against persistent oceanographic and military sensor data.
The Ocean Remains an Enormous Blind Spot
One frequently repeated claim in UAP discussions is that humanity has mapped only a tiny fraction of the ocean. The reality requires more precision. Humans possess satellite derived estimates covering the global seafloor, but those estimates are not equivalent to directly surveying the bottom of the ocean with modern high resolution sonar. According to NOAA, only a portion of the global seafloor has been mapped to modern high resolution standards.
That distinction matters because the ocean covers roughly 71 percent of Earth’s surface and contains enormous mountain ranges, trenches, abyssal plains, volcanoes and geological structures hidden beneath kilometers of water. The argument that humanity has not completely mapped the ocean and therefore an unknown civilization must be hiding there is logically invalid. Lack of exploration is not evidence of a civilization.
It does establish something more modest but important: enormous regions of our own planet remain poorly examined compared with the terrestrial surface, and direct human exploration of the deep ocean remains extraordinarily limited. For researchers interested in unexplained maritime phenomena, that limitation cannot simply be ignored.
The USS Omaha Incident Remains Central to the Underwater UAP Debate
One of the most famous modern maritime UAP cases occurred during U.S. Navy operations involving the USS Omaha off Southern California in July 2019. Video recorded from the ship’s Combat Information Center shows personnel tracking an unidentified object near the ocean. In footage later made public, sailors can be heard reacting as the object appears to disappear at the waterline. The episode became widely known after filmmaker Jeremy Corbell released portions of the imagery and characterized the object as a spherical transmedium vehicle. Additional radar footage reportedly associated with the broader encounter showed numerous unidentified contacts being tracked around Navy ships operating in the area.
The publicly available imagery does not establish what the object was, nor does it prove that an advanced craft traveled beneath the ocean. The incident remains significant, however, because the observations originated within an operational U.S. Navy environment rather than from an anonymous civilian report. Gallaudet has repeatedly highlighted the Omaha case as an example of why the maritime component of the UAP question deserves substantially more investigation.
Aguadilla Looks Extraordinary, but the Pentagon Disagrees
Another frequently cited case occurred near Aguadilla, Puerto Rico, on April 26, 2013, when an infrared sensor aboard a U.S. Customs and Border Protection aircraft recorded unidentified objects near Rafael Hernández Airport. Independent UAP researchers subsequently argued that the imagery appeared to show an object traveling across the landscape, moving over the water, apparently entering the ocean, emerging again and eventually appearing to separate into two objects.
If that interpretation were correct, Aguadilla would represent one of the most compelling publicly available examples of apparent transmedium behavior. The Pentagon’s All-domain Anomaly Resolution Office, however, has reached a very different conclusion. In a case resolution published in 2025, AARO concluded with high confidence that the objects did not demonstrate anomalous or transmedium behavior. Its reconstruction determined that two objects were traveling close together rather than a single object splitting apart, and the office assessed with moderate confidence that the objects were sky lanterns drifting with prevailing winds.
Some independent UAP researchers dispute that analysis, but responsible examination of the case requires acknowledging the government’s conclusion. Aguadilla therefore demonstrates one of the central difficulties surrounding UAP research: extraordinary looking sensor imagery can produce dramatically different interpretations depending on assumptions involving distance, sensor geometry, atmospheric conditions, perspective and movement of the observing aircraft. The solution is ultimately better data, not louder arguments.
The Government Created an Office Covering Every Domain
Congress and the Pentagon have already broadened the government’s terminology beyond objects observed exclusively in the atmosphere. The All-domain Anomaly Resolution Office is responsible for investigating unidentified anomalous phenomena across multiple domains, including reports involving air, space and maritime environments as well as objects allegedly transitioning between them. Yet publicly released statistics demonstrate how limited the maritime dataset remains. AARO’s fiscal year 2024 consolidated annual report covered 757 UAP reports. Of those, 708 were categorized as occurring in the air and 49 in space, while the report listed no maritime or transmedium cases during that reporting period.
Those numbers neither prove that transmedium objects do not exist nor demonstrate that the government secretly possesses evidence that they do. They reveal a significant evidentiary gap between the enormous public interest surrounding alleged underwater UAP and the extremely limited maritime data appearing in publicly released government reporting. That discrepancy deserves examination in its own right.
Submariners Have Reported Something Even Stranger
Gallaudet has also described conversations with Navy submarine personnel who claim to have encountered unexplained underwater contacts. In accounts he has discussed publicly, submarine crews allegedly detected acoustic contacts behaving in ways witnesses could not reconcile with known submarine or torpedo technology, including objects appearing to maneuver rapidly around submarines and move into acoustic blind regions before disappearing.
These accounts are potentially significant, but they occupy a fundamentally different evidentiary category from publicly released sensor data. Without original sonar recordings, vessel navigation information, environmental conditions and the classified acoustic intelligence necessary to reconstruct an encounter, independent scientists cannot determine what produced the reported contacts.
There is also a legitimate national security obstacle to transparency. The Navy’s underwater surveillance and submarine detection capabilities are among the most sensitive military intelligence systems in existence. Revealing precisely what American acoustic systems can detect, from what distances and at what resolution could provide adversaries with valuable information about U.S. anti submarine warfare capabilities. That creates an unusual dilemma at the center of the maritime UAP debate: the sensors most capable of answering the question may also be the sensors the government has the strongest national security reasons to keep secret.
Shag Harbour Shows How Far Back the Maritime Mystery Goes
The maritime UAP mystery predates the modern Pentagon debate by decades. On October 4, 1967, witnesses near Shag Harbour, Nova Scotia, reported seeing an illuminated object descend toward the water. Royal Canadian Mounted Police officers became involved, and Canadian authorities initially treated the event as a possible aircraft crash. When no missing aircraft could be identified, authorities conducted an underwater search. Later retellings have sometimes claimed that military divers discovered an anomalous craft on the seabed, but the publicly available official record does not establish that conclusion. Historical Canadian Department of National Defence documentation indicates that the underwater search failed to recover physical evidence explaining the event.
That distinction does not make Shag Harbour uninteresting. Government authorities responded to multiple witnesses reporting an unidentified object apparently entering the ocean, conducted an official search and were unable to establish what had caused the incident. That documented mystery is compelling without embellishment.
What About the Alleged Global Hotspots?
Gallaudet’s description of a Navy intelligence communication referring to approximately five to seven recurring ocean regions may be one of the most consequential claims in his latest discussion, but the actual locations and underlying intelligence have not been publicly released. Southern California is an obvious region of interest because multiple documented Navy UAP incidents have occurred around military training ranges there, including the 2004 Nimitz encounters and the later USS Omaha events. Puerto Rico has similarly accumulated decades of unusual aerial and maritime reports and produced the Aguadilla footage, although AARO now disputes the transmedium interpretation of that incident.
Researchers have additionally proposed areas including the North Atlantic, waters surrounding Japan, the Gulf of Mexico and the Florida Straits as possible regions of heightened activity. Those independently proposed hotspots should not be presented as Gallaudet’s alleged classified list unless the underlying Navy communication is eventually released and the locations can be directly compared. Researchers can compile historical reports and identify apparent clusters, but that does not establish that classified Navy intelligence has independently identified the same regions.
The Most Interesting Possibility Is Not Necessarily Extraterrestrial
The modern UAP debate frequently collapses into a false binary in which every unidentified object must either represent extraterrestrial spacecraft or the entire phenomenon must be dismissed as nonsense. The evidence supports neither extreme. Many UAP reports have conventional explanations. AARO and other investigators have resolved cases as balloons, birds, drones, satellites, aircraft and ordinary objects observed under unusual conditions. Sensor artifacts and perceptual errors are real, while classified American technology and foreign surveillance systems could plausibly account for additional incidents.
A residual category of unresolved cases is nevertheless precisely why serious data collection remains worthwhile. If genuinely anomalous technology exists within that remaining category, its origin is unknown. Extraterrestrial intelligence is one hypothesis. A previously unknown terrestrial intelligence is another. Foreign technology, classified domestic programs, misunderstood natural phenomena and sensor errors are additional possibilities. It is also entirely possible that several unrelated phenomena are being incorrectly grouped beneath a single UAP label. Science does not require investigators to select the most extraordinary explanation before collecting enough information to determine what actually happened.
The Silurian Hypothesis Is Not Evidence of a Lost Civilization
The distinction between hypothesis and evidence is particularly important when discussing Schmidt and Frank’s work. The Silurian Hypothesis does not claim that scientists discovered evidence of a prehistoric industrial civilization. It asks what evidence such a civilization would leave if one had existed and whether that evidence would remain recognizable after millions of years of geological change.
No confirmed industrial artifacts have been discovered in geological strata millions of years older than humanity. There is no accepted fossil record demonstrating the existence of a prehuman technological species, and no scientifically verified underwater installation belonging to a nonhuman civilization has been publicly identified. Those facts place strict limits on what can currently be claimed. At the same time, science advances by constructing hypotheses that produce observable consequences and can eventually be tested. The value of the Silurian Hypothesis is not that it proves an ancient civilization existed, but that it takes an extraordinary concept and asks what evidence researchers should expect to find if it were true. That is precisely how unconventional ideas should be investigated.
The Real Story Is That We Can Actually Test Some of This
Perhaps the most consequential element of Gallaudet’s argument has nothing to do with extraterrestrials or ancient civilizations. It concerns data collection. If Navy intelligence genuinely identified several geographic regions where anomalous maritime activity repeatedly occurs, those locations could become natural laboratories for systematic investigation. Researchers could deploy hydrophones, magnetometers, high resolution sonar, remotely operated vehicles, autonomous underwater vehicles, optical cameras and additional sensors for extended periods while coordinating measurements across multiple independent systems.
If nothing unusual appears, that result matters. If conventional submarines, marine organisms, geological activity, environmental conditions or sensor artifacts explain the reports, that matters. If genuinely unexplained objects repeatedly appear and can be captured simultaneously across independent sensor systems, that would matter enormously. The scientific method does not require investigators to decide what an anomaly is before gathering the evidence necessary to identify it.
We May Be Looking in the Wrong Direction
Humanity has spent decades searching the universe for intelligent life. Radio telescopes listen for artificial signals from distant stars, astronomers analyze the atmospheres of planets orbiting other suns and robotic spacecraft explore increasingly distant regions of the solar system. Those efforts are scientifically justified and should continue.
Gallaudet is raising a different question: Have we adequately searched our own planet?
The answer is clearly no. That does not mean an ancient civilization is hiding beneath the Pacific Ocean, nor does it prove UAP are extraterrestrial, ultraterrestrial, interdimensional or technological at all. It means Earth contains an enormous environment that humanity has only partially mapped and even less thoroughly explored while military personnel continue to report unusual events associated with that environment.
The Silurian Hypothesis makes the mystery more provocative because it exposes a limitation in human intuition. Civilization is usually imagined through objects existing on human timescales: buildings, monuments, machines and cities. Geology operates on another clock entirely. If technological intelligence somehow appeared during an earlier chapter of Earth’s approximately 4.5 billion year history, millions of years of erosion, sedimentation and tectonic recycling could make its archaeological footprint extraordinarily difficult to recognize.
There is currently no evidence demonstrating that such a civilization existed. But if Gallaudet’s claims about recurring underwater anomalies are correct, researchers do not need to settle the question through speculation. They need access to the locations, the sensor records and enough independently collected data to determine whether the phenomenon survives rigorous scrutiny. For perhaps the first time in the modern UAP debate, the most interesting place to search may not be somewhere beyond the stars. It may be beneath the ocean.
