21 Kids Removed From California Home

A California couple is facing multiple child abuse charges after authorities removed 21 children connected to their household and investigators uncovered disturbing allegations about how some of the children were treated. Guojun Xuan, 66, and Silvia Zhang, 39, were arrested in October 2026 following a lengthy investigation involving their children and a surrogacy operation allegedly run from their Arcadia home. Prosecutors have charged the couple with multiple offenses, including child abuse, conspiracy to commit child abuse, being an accessory after the fact and dissuading a witness. The investigation began in May 2025 after a 2-month-old baby connected to the household was taken to a hospital with a serious head injury. Medical personnel reportedly raised concerns about the circumstances surrounding the injury, leading authorities to investigate the home and the people caring for the children. Authorities eventually removed 15 children directly from the residence. Six additional children connected to the couple were later located elsewhere and placed into protective custody. The children ranged in age from 2 months to 13 years old, with most reportedly between 1 and 3 years old.

Cameras Inside The Home

Investigators reportedly discovered approximately 32 motion-activated surveillance cameras throughout the residence. The cameras were used to monitor areas where the children were being cared for by nannies. Prosecutors allege that footage showed nannies physically striking children, including allegations of spanking and slapping. Investigators also allege that one nanny violently shook the 2-month-old baby who was later hospitalized with a serious head injury. Authorities have issued an arrest warrant for the nanny, who has not been located. Los Angeles County District Attorney Nathan Hochman described the residence as a “house of horrors” while announcing the charges.

Children Spent Hours In Learning Centers

According to investigators, the children spent significant portions of their days in rooms referred to as “Learning Centers.” Prosecutors allege that the surveillance footage captured incidents involving physical punishment inside those rooms. Authorities are investigating whether the couple knew about the alleged treatment and whether they failed to intervene.

Surrogacy Operation Under Investigation

The case has also raised questions about the couple’s unusual family structure and their alleged surrogacy operation. Investigators say the couple had at least 21 children, with most reportedly born through surrogacy. Authorities are examining whether women who served as surrogates were fully informed about the family’s circumstances. Investigators have also spoken with former surrogates as they work to determine how the arrangements were organized and whether any laws were violated.

Couple Pleads Not Guilty

Xuan and Zhang have denied the allegations and pleaded not guilty. Their attorneys have disputed prosecutors’ characterization of the household and argued that the alleged abuse was carried out by a nanny rather than the couple. Prosecutors initially sought extremely high bail because of the seriousness of the allegations and concerns about the defendants potentially leaving the country. A judge ultimately set bail at $20 million each and imposed restrictions, including surrendering their passports. The investigation remains ongoing. Authorities are continuing to examine the treatment of the children, the role of the caregivers and the circumstances surrounding the alleged surrogacy operation. The allegations against Xuan and Zhang have not been proven in court, and both defendants are presumed innocent unless proven guilty.
