WASHINGTON, D.C. / MOSCOW — The White House has confirmed a partial suspension of critical weapons deliveries to Ukraine, triggering praise from the Kremlin and growing anxiety among Ukrainian officials and international allies. The Biden administration cited the need to “put America’s interests first” and reassess domestic stockpiles of air defense and precision-guided munitions.
Among the impacted weapon systems are Patriot air defense missiles, Stinger man-portable air defenses, howitzer shells, and air-to-ground munitions, according to the Institute for the Study of War (ISW). These systems have been essential in protecting Ukrainian civilians and military infrastructure amid a surge in Russian drone and missile strikes.

Reacting swiftly to the U.S. move, Kremlin spokesperson Dmitry Peskov declared that the war “will end more quickly the fewer Western weapons are supplied to Kyiv.” Speaking to Russian state media on Thursday, Peskov reiterated the Kremlin’s long-standing claim that Western military aid only prolongs what Moscow calls its “special military operation” in Ukraine.
Without offering evidence, Peskov accused the United States of suffering from “empty warehouses” and an unsustainable rate of weapons production. “The fewer foreign missiles enter Ukraine, the closer the end of the special military operation,” he told reporters, echoing comments made earlier in the week.
Strategic Concerns: Russia Gains Ground as Ukraine Faces Supply Gaps
The ISW warned that this temporary suspension will likely bolster President Vladimir Putin’s war strategy, which has pivoted toward a drawn-out war of attrition. In June 2024, Putin outlined a long-game approach: slow territorial advances paired with a wait-and-see strategy designed to outlast Western resolve. The recent U.S. decision may reinforce that calculus.
In Ukraine, officials expressed alarm over the sudden pause. Kyiv summoned U.S. Chargé d’Affaires John Ginkel for formal discussions. Deputy Foreign Minister Mariana Betsa issued a stern warning: “Any delay in supporting Ukraine’s defense capabilities will only encourage Russia to continue war and terror.”
Civilian Risk Skyrockets
The halt comes amid a record number of Russian drone strikes in recent weeks, with civilian areas increasingly targeted. Yuriy Boyechko, CEO of the humanitarian group Hope for Ukraine, told Newsweek the pause in air defense shipments is likely to result in more civilian casualties.
“Ukraine needs air defense weapons more than ever before,” Boyechko said. “The Russians are stepping up their daily attacks on civilian targets, and we are already seeing the consequences.”
Mixed Reactions in Washington
The White House said the decision followed a review of military spending and was made to “put America’s interests first,” according to deputy press secretary Anna Kelly. The statement has divided lawmakers on Capitol Hill.
Rep. Brian Fitzpatrick (R-PA) called on the White House and Department of Defense to hold an emergency briefing to clarify the scope and duration of the weapons freeze. “We cannot send mixed signals to our allies or our adversaries,” Fitzpatrick said. “This is a dangerous time to hesitate.”
Ukraine Seeks Clarification as Fallout Grows
Ukrainian President Volodymyr Zelensky said his administration is actively seeking clarification from Washington, adding that Kyiv had not received formal notice of the suspension before media reports surfaced.
“We need clear, coordinated action from our partners,” Zelensky said in a statement. “This war is not just about Ukraine—it’s about the future of democracy in Europe.”
