FBI Joins Massive Philadelphia Investigation as Father and Son Are Linked to Seven Missing Women and More Than 1 Million Disturbing Images

Investigators Say Five Women Are Feared Dead as Authorities Examine a Philadelphia Home Filled With Digital Evidence, Cremated Remains and Unidentified Chemicals

PHILADELPHIA — A sprawling federal and local investigation centered on a Philadelphia home has expanded into one of the city’s most disturbing missing person cases in years, with authorities examining possible connections between a father and son, seven missing women and an enormous archive of more than one million photographs, videos and other digital files recovered from the property.

The investigation centers on 44 year old Eugene Horsch and his late father, Raymond “R.C.” Horsch, an erotic photographer, pornographic filmmaker and author who lived for decades at the family’s home at 417 West Chew Avenue in Philadelphia’s Olney neighborhood. Raymond Horsch died in 2025. Philadelphia police said investigators have identified 58 people depicted in material recovered from the house, while five women are feared dead based on photographic and video evidence and two additional women associated with the property have not been seen in years.

Authorities have not charged Eugene Horsch with murder or with causing any of the women’s disappearances. No bodies belonging to the missing women have been recovered, leaving investigators with the difficult task of determining what portions of the enormous digital archive document actual criminal conduct and what material may have been staged.

The FBI is assisting Philadelphia police with what has become an extraordinarily complex forensic investigation. According to CBS Philadelphia, more than 100 FBI agents and analysts from around the country have been involved in reviewing evidence. Authorities previously described approximately 600,000 images, 70,000 videos and more than 10,000 pages of writings among the recovered material, while the overall digital collection has since been described as exceeding one million files.

Seven Missing Women Connected to the Investigation

The scope of the case has grown considerably since authorities first began investigating the West Chew Avenue property. Police have identified multiple missing women in recovered photographs and videos, including Gabrielle Amarando, Maribel Fresses and Nicole Fusaro. Amarando disappeared in 2012, while Fresses and Fusaro disappeared in 2018.

Investigators have also connected the property to Amy McHale, Raymond Horsch’s former wife, who disappeared in 2016 and was reportedly last known to be at the Chew Avenue residence. Blair Tonzelli, another missing woman, became connected to the investigation under particularly unusual circumstances after another woman was allegedly discovered carrying identification bearing Tonzelli’s name. Philadelphia police now say seven missing women have connections to the broader investigation, while evidence involving five women has led authorities to fear they are dead.

That distinction remains critical. Although investigators believe some of the recovered imagery may depict deceased women, the absence of bodies means medical examiners have been unable to conduct traditional autopsies, establish causes and manners of death or conclusively determine what happened to each woman.

Investigation Began With Eugene Horsch’s June Arrest

The enormous investigation began with what initially appeared to be an unrelated encounter on June 19 near Independence Mall. According to investigators, a federal park ranger approached a black BMW parked in a restricted area near Sixth and Market streets. During the encounter, authorities say the ranger heard a woman inside the vehicle tell Eugene Horsch, “You’re going to hurt me.”

Authorities say Horsch subsequently presented fake federal law enforcement credentials. Investigators recovered two loaded firearms, including a weapon with an obliterated serial number, along with drugs, handcuffs, a switchblade, a cattle prod type device and other items. The woman traveling with Horsch allegedly possessed identification containing her photograph but bearing the name Blair Tonzelli, a woman who had previously been reported missing.

Horsch was arrested and remains in federal custody on charges unrelated to the missing women investigation. He has not been charged with homicide or criminally implicated in the women’s disappearances. The arrest nevertheless gave investigators a path into the Chew Avenue property, and what authorities discovered there dramatically expanded the scope of the case.

Five Urns, Chemicals and an Enormous Digital Archive

Searches of the residence uncovered firearms and gun components, drugs, false law enforcement identification, a marijuana growing operation and five urns believed to contain cremated human remains. Authorities also removed more than 20 containers holding unidentified substances for laboratory testing. Investigators reportedly recovered a 55 gallon drum and examined portions of the property’s plumbing and sewer system as the search intensified.

The digital evidence, however, may ultimately prove far more significant. Investigators discovered hundreds of thousands of photographs and tens of thousands of videos documenting numerous women inside the residence over a period spanning years. Authorities have so far identified 58 people appearing in the material, forcing investigators to conduct what amounts to a massive digital reconstruction of activity inside the house by determining who the women were, when they were there, whether they survived and whether individual scenes depicted staged activity or actual violence.

Only a portion of the enormous collection has been fully analyzed, meaning investigators have cautioned that the scope and direction of the case could continue to change as federal and local authorities work through the remaining evidence.

Video Allegedly Shows Raymond Horsch Strangling Woman With Zip Tie

Among the most disturbing evidence described publicly is video from 2017 allegedly depicting Raymond Horsch with an unclothed woman restrained inside the residence. Philadelphia police have described footage in which Horsch allegedly places a zip tie around the woman’s neck and tightens it until she loses consciousness.

Local reporting has identified the woman as Nicole Fusaro, although the absence of her remains complicates any definitive forensic determination of what occurred afterward. Fusaro was 27 when she disappeared in July 2018, and her disappearance has now been formally connected to the investigation. Other recovered material allegedly shows missing women unconscious or apparently dead, with police specifically identifying Amarando and Fresses among women appearing in the recovered imagery.

Raymond Horsch cannot be prosecuted because he died in 2025. The footage has nevertheless become crucial evidence as detectives attempt to reconstruct what happened inside the Chew Avenue residence and determine whether investigators are examining staged fetish material, evidence of fatal violence or some combination of the two.

Raymond Horsch’s Background Comes Under Scrutiny

Raymond “R.C.” Horsch had a documented history as an erotic photographer, filmmaker and writer whose work frequently incorporated dark and violent themes. Investigators are now examining that background alongside the digital material recovered from the property, but authorities have not established that all violent looking imagery found inside the home depicts actual crimes.

That distinction is especially important because investigators must independently authenticate videos, identify the people depicted and determine whether individuals appearing unconscious or dead were actually harmed. Authorities have also recovered extensive writings from the residence, including material referencing serial killers, adding another layer to the investigation without independently proving criminal conduct.

Eugene Horsch Has Not Been Charged in Women’s Disappearances

Despite the extraordinary evidence recovered from the property, authorities have not charged Eugene Horsch in connection with any of the suspected deaths or disappearances. Investigators have publicly described evidence involving Raymond Horsch and multiple women, but the available evidence has not established that Eugene participated in the alleged violence depicted in the material.

Eugene Horsch’s attorney has denied allegations connecting his client to the disappearances and has suggested that some of the disturbing material recovered from the property belonged to his late father. The investigation therefore remains ongoing as authorities attempt to determine which crimes can actually be established through admissible evidence and who, if anyone still living, can be held criminally responsible.

FBI Faces Monumental Task of Reconstructing Years of Activity

With more than one million pieces of digital evidence, dozens of identified women and missing-person cases stretching back more than a decade, investigators are effectively reconstructing years of activity inside a single Philadelphia residence. Federal specialists are assisting local detectives in reviewing photographs, videos, electronic records and other evidence while investigators attempt to locate and identify women appearing throughout the archive.

Some of those women have been located alive, while others are known to have died from causes unrelated to the current investigation. Still others remain missing. That painstaking process could ultimately determine whether the Chew Avenue house was primarily the location of extreme staged pornography and fetish photography, the scene of multiple actual killings or something more complicated involving both.

For now, Philadelphia police are asking anyone who spent time inside 417 West Chew Avenue, knows someone who did, or believes a missing relative may have had contact with Raymond or Eugene Horsch to contact investigators.
