A Conservative Manifesto Rebranded as Civics Education

The Phoenix Declaration reads less like an educational framework and more like a cultural blueprint. It champions “a love of country,” “God-given potential,” and strict adherence to “Western and Judeo-Christian traditions.” Florida officials insist this brings “objective truth” into classrooms, but the declaration itself was written by the Heritage Foundation, one of the most influential conservative policy factories in America. What the board approved includes:

• Parents positioned as the primary educators
• Public education dollars that “always follow the child”
• A rejection of “ideological fads,” including DEI and critical race theory

Alongside the Phoenix Declaration, the board approved new standards tied to SB 1264 requiring extensive instruction on the history of communism. Students will now be required to:

• Compare the Communist Manifesto with the Bill of Rights
• Study anti-communist actions in the U.S. from 1917–1956
• Examine communist espionage and its impact
• Analyze the roles of Truman, Nixon, HUAC, and Joseph McCarthy
• Explore the global death toll attributed to communist regimes
